It is difficult to classify magic in terms of ease. That's like asking, "Is it easy to live to be thirty years old?" Well, chances are that you have the potential to do so, and you certainly know that it has been done by others many times before. But some people have more hardship along the way than others. Magic includes both knowledge and skill. Anyone can do it, but getting it right is a discipline that can easily take years of effort.
As for the qualifications to be Wiccan, well that may be a matter of opinion, or may depend on just what you think you're qualifying for. This is not a triathalon. In my own personal practice, Initiation into a group of lineage is but one of many prerequisites I set for myself.
